Deploying Android TWAs to Managed Google Play for Enterprises
October 13, 2026 · 8 min read
SaaS founders, agencies, and enterprise IT developers often build complex internal tools, operations dashboards, or client portals as Progressive Web Apps (PWAs). While a browser interface is excellent, businesses often require these tools to be installed directly on company-owned mobile devices. Publishing these proprietary business apps to the public Google Play Store is not an option because internal applications should not be accessible to the general public.
The solution is to convert your enterprise PWA into a signed Android App Bundle (AAB) using a Trusted Web Activity (TWA) and distribute it privately using Managed Google Play. This allows IT administrators to deploy the app silently to corporate devices, manage permissions remotely, and keep company data completely secure.
Understanding Managed Google Play and MDM Systems
Managed Google Play is the enterprise version of the standard Google Play Store. It acts as a curated, private marketplace for organizations. Through Managed Google Play, enterprise administrators can approve, acquire, and distribute applications to company-managed Android devices. This is accomplished in tandem with an Enterprise Mobility Management (EMM) or Mobile Device Management (MDM) solution, such as Microsoft Intune, VMware Workspace ONE, or MobileIron.
When you deploy a TWA through Managed Google Play, the app only appears to users who are logged into their device with their corporate enterprise account. It remains completely hidden from standard public search results on the consumer Google Play Store.
Technical Prerequisites for Enterprise TWA Distribution
Before you begin the compilation and publishing process, you must ensure you have the necessary accounts and web infrastructure in place. You will need:
- A Google Play Developer Account, which requires a one-off twenty-five USD registration fee.
- A validated, public or private enterprise domain where the PWA is hosted.
- An active Enterprise Mobility Management system linked to your organization's Google Workspace or managed Google domain.
- A digital asset links file uploaded to your web server to remove the browser address bar.
Configuring Digital Asset Links for Intranet-Only PWAs
One common challenge with enterprise TWAs is hosting. If your PWA is hosted on an internal corporate intranet that is not accessible via the public internet, Google's verification servers cannot fetch the assetlinks.json file during build or runtime verification. This results in the TWA launching with the browser URL bar visible at the top of the app, which ruins the native application look.
To bypass this restriction for internal or VPN-only networks, you must ensure that the assetlinks.json file is hosted on a publicly resolvable subdomain, or that you use your MDM software to push specific developer overrides to the Chrome browser policy on managed corporate devices. For most organizations, the simplest path is hosting the app on a public subdomain but restricting login access via Single Sign-On (SSO) systems like Okta or Azure AD.
Step-by-Step Guide to Publishing a Private TWA
To compile and deploy your enterprise TWA to your managed ecosystem, follow this deployment sequence:
Step 1: Build Your Signed App Bundle
First, convert your PWA into a signed Android App Bundle. This requires generating an Android Keystore file, configuring the package name, and generating the AAB. Save your keystore securely, as you will need the exact same key to sign future updates to the application.
Step 2: Access the Google Play Console
Log into your Google Play Developer Console. Select your application or create a new application entry. Ensure you choose the App option rather than Game, and set the default pricing tier to Free.
Step 3: Enable Managed Google Play Features
In the left-hand navigation menu of the Play Console, locate the Setup section and click on Advanced Settings. Select the Managed Google Play tab. Here, you must tick the box that allows your application to be distributed privately to specific organisations.
Step 4: Target the Organisation
You must link your developer console to your enterprise. Click on Add Organisation. You will need to input your Enterprise Organisation ID, which can be retrieved from your managed Google Play console admin panel. Once added, you can toggle the option to make the app available to this organisation.
Step 5: Upload the TWA and Publish
Create a new release in the Production track. Upload your signed AAB file. Fill out the minimum store listing requirements, including basic descriptions and screenshots. Submit the release for review. Because the app is restricted to private enterprise distribution, the review times are generally significantly shorter than public applications.
The Core Benefits of Private TWAs over Native Apps
Deploying a private TWA has massive operational advantages over deploying a fully custom native Java or Kotlin application within an enterprise environment:
| Feature | Native Android App | Enterprise TWA App |
|---|---|---|
| Development Cost | High (Requires native developer expertise) | Low (Leverages existing web code) |
| Deployment Frequency | Slow (Must compile, sign, and upload a new AAB) | Instant (Updates are deployed straight to the web server) |
| SSO Integration | Complex (Requires native OAuth integration) | Seamless (Uses existing web-based SSO cookies) |
| Cross-Platform | Android specific | Runs on web, Android, iOS, and Chromebooks |
Security Considerations for Enterprise TWAs
Enterprise applications handle sensitive corporate data. When a user authenticates within your TWA, they are authenticated through the system browser session. Because TWAs share cookie storage and system state with the main Android browser, any existing browser-based Single Sign-On sessions will carry over to the TWA. This creates a highly convenient, passwordless login flow for employees.
However, you must ensure that if a device is unenrolled from your MDM system, the app data is removed. By deploying the TWA via Managed Google Play, IT administrators have the power to remote-wipe the enterprise application and clear all cached data, local storage, and cookies from the device immediately if an employee leaves the company or loses their device.
By utilizing TWAs combined with Managed Google Play, your business can bypass public app store review hurdles, maintain tight control over software distribution, and provide employees with a highly polished, native mobile application utility powered by your existing web stack.
